	Steven Rhoads is a professor in the Woodrow Wilson Department of Government and Foreign Affairs at the University of Virginia. He has written several books and been published in various periodicals, including The American Enterprise, The Journal of Public Policy, and The Public Administration Review. He earned his Ph.D. and M.P.A. from Cornell University, and his A.B. from Princeton.
